general Assembly refererecing issue in Xam forms related to wp8

I conclude it must be that few are using Zam forms for truly multi platform including win phone
I find I spend now 80% of my time trying to figure out what assembly is mismatched with what

Just received a part of a project which was constructed in Visual Studio 2015 - by default this applies XamRIN V1.5.1.0678
all works fine
I now have a new to install Xamarin Maps - of course this upgrades the Xamarin Forms to version 2.0.1.6492

I am using other packages so I will now have to go through uninstalling all and reinstalling I suppose

Does anyone have the same experience (the majority of one's time squandered trying to sort out why the platform is not working as advertised ?)

the error is this (after the upgrade to latest v2) and yes of course I have cleaned rebuilt, closed, rebooted several times
nGar9.WinPhone\App.xaml(1,1,1,1): error : Cannot resolve dependency to assembly 'Xamarin.Forms.Platform.WP8, Version=1.5.0.0, Culture=neutral, PublicKeyToken=null' because it has not been preloaded. When using the ReflectionOnly APIs, dependent assemblies must be pre-loaded or loaded on demand through the ReflectionOnlyAssemblyResolve event.

the other two main packages are SQLite.Net-PCL (which in win phone depends on SQLite-net-wp8 by Peter Heune (I have posted a separate issue on this but it does not appear to be the cause of the 'reflection' error above

Anyone have any suggestions pls
